How Does SCRED Make “Big” Decisions? 

When a big decision gets made by “SCRED,” it is the SCRED member districts making that decision.

School Board Members

SCRED’s main governing body is the SCRED Governing Board, which is made up of one school board member from each member district.

Superintendents

The six member district superintendents meet once per month as the Superintendents’ Operating Committee (SOC) to provide recommendations regarding SCRED services to the Governing Board.

The superintendents from each county also meet every other month to receive updates on the SCRED programs, determine staffing and resource allocation, and approve annual budgets.

Stakeholder Input

Before a decision is made by the Superintendents and Governing Board, stakeholder input is gathered from relevant groups of member district and SCRED staff, parents/guardians, and community members (see below).

Stakeholder Meeting Schedule

4-5 TIMES PER YEAR:

  • School Leaders — Principals, Curriculum Directors, and Program Coordinators
  • Special Education Departments — SpEd teachers, SLPs, School Psychologists in each school building meet with Special Services Supervisor

1-3 TIMES PER YEAR: 

MONTHLY:

  • Superintendents’ Operating Committee (SOC) — Superintendents and SCRED Administrators
  • Services Coordination — Services Coordinators and SCRED Administrators
  • Implementation Team (I-Team) — School Psychologists, Services Coordinators, and SCRED Administrators

AS SCHEDULED:

  • Governing Board — One school board member from each member district
  • Other Networking

 

SCRED's Internal Team Infrastructure

Administrative Team

The team meets monthly and also has short weekly check-ins. Its membership includes the Executive Director, Director of Special Education, and all Special Services Supervisors.

The team establishes SCRED's organizational vision, sets goals, and ensures sufficient resources are allocated to the implementation goals. The administrative team oversees, leads, and evaluates implementation of the strategic plan, making determination about what practices are “tight” and “loose” (i.e., requirements vs. recommendations) to ensure consistency while allowing adaptations based on specific needs of the stakeholders.

 

Services Coordination

The team meets monthly and also has short weekly check-ins. Its membership includes the admin team and all Services Coordinators.

The team’s lens is EC-12+ and all tiers of support in our districts’ MTSS frameworks. Services Coordinators represent SCRED’s content specialists in several areas of whole child support, and their collaboration with the admin team is vital to executing SCRED’s strategic plan and ensuring that implementation projects address the needs of all learners. The team's responsibilities include:

  • Provide input to the admin team about implementation projects that will support the strategic plan
  • Coordinate with I-Team and various committees to support the implementation projects
  • Collaborate with the admin team to enhance procedures, guidance, tools, professional learning, coaching, etc. for ADSIS/SpEd/504
  • In partnership with the School Leaders Team and district/building leadership teams — Enhance guidance, tools, professional learning, etc. for MnMTSS implementation, including effective whole child support in all areas

 

Implementation Team (I-Team)

The team meets monthly. Its membership includes the admin team, all Services Coordinators, and all School Psychologists.

The team’s lens is EC-12+ and all tiers of support in our districts’ MTSS frameworks. The team’s focus is “boots on the ground” implementation in individual school buildings + alignment across each district. The team's responsibilities include:

  • Services Coordinators and admin provide I-Team with info. and tools regarding practices, law, infrastructure, etc. that is relevant to the strategic plan. This includes tactical implementation plans developed by the admin team and/or Services Coordination team.
  • School Psychologists share insights with Services Coordinators and admin on how the strategic plan is materializing in buildings. 
  • I-Team reflects on how these insights should affect implementation plans, ADSIS/SpEd/504 procedures, tools, professional learning, etc.

 

Committees / Work Groups

These are small teams that focus on producing guidance, resources, and professional learning around specialized topic areas that span service areas.

These teams receive direction regarding implementation goals from the Administrative Team, Services Coordination, and/or I-Team. There are intentional structures in place to ensure meaningful collaboration and intentional communication with leadership teams.

PLCs / Service Area Teams

These are small teams that design and implement services and/or programming specific to the needs within their service area. Outcome data is regularly reviewed and used to make determinations regarding service effectiveness. Members engage in ongoing professional learning to adjust and enhance practice in response to data. There are intentional structures to ensure meaningful collaboration with other service areas and stakeholders.
